People of all backgrounds utilize Section 8 housing assistance. According to 2025 data from the Department of Housing and Urban Development(HUD), White non-Hispanic and White Hispanic individuals make up 45 percent of Section 8 recipients. 

Many apartments that are part of the Section 8 housing program cost much less than $3,000 a month because the amount the program will cover is based on estimates by HUD of how much a modest rental costs in the area.

Section 8 only covers a portion of rent, as tenants are generally expected to spend at least 30 percent of their income on rent every month.
